This is usually cause by monsoonal flow from the Gulf of California.

Even though the El Paso weather only calls for 8 inches of rain per year, there are still many areas that are subject to occasional flooding during the summer because of the monsoons that hit California. Usually the areas that suffer from this flooding are those that do not have dams and reservoirs, or any storm drain utility. These areas are thus unable to handle the flow of rain water.
